Joist tape — is it necessary with tropical hardwood?

I've been seeing more recommendations to use joist tape (like G-Tape or Trex Protect) on top of PT joists before installing hardwood decking. The idea is to protect the joists from extractive runoff and moisture. Is this actually necessary? Seems like an added expense and labor step. Has anyone seen real-world joist degradation from tropical hardwood extractives?
