Rooftop deck with Ipe over pedestal system — questions

First rooftop project. Condo building in Denver wants a 600 sq ft rooftop deck with Ipe over a Bison pedestal system on top of the existing TPO membrane. A few questions:

1. Do I need to worry about wind uplift at 10 stories? Boards are just sitting on pedestals, not fastened.
2. How do I handle the perimeter — can boards cantilever past the last pedestal?
3. Any issues with thermal movement at elevation in Denver's climate (huge temperature swings)?
4. Does the pedestal system need engineering sign-off?

Appreciate any guidance from people who've done rooftop work.
